1. GOALS AND OBJECTIVES.
1.1. Popularization of scale modeling, as a type of technical creativity and leisure.
1.2. Development of technical knowledge and skills of pupils of educational institutions.
1.3. Propaganda of the historical heritage of Russia.
1.4. Activation of work on the military-patriotic education of kids and youth.
1.5. Support of the government program of development of the Scientific and Technical Creativity of Youth.
1.6. The development of friendly relations between modellers, clubs and studios.
1.7. Exchange of experience, attracting new participants.

2. MANAGEMENT OF EXHIBITION-CONTEST.
2.1. The organization and direct management of the exhibition-contest is carried out by the Moscow Regional Public Organization "Club of Historical and Technical Scale Modeling "Patriot" (hereinafter referred to as MRPO "Club HTSM "Patriot").
2.2. Competition in the class of scale models of ships and vessels are held with the assistance of the Federal Ship-modeling Club of Russia.
2.3. The contest is held within the framework of the exhibition of historical and technical scale modeling.
2.4. The organizing committee of the exhibition-competition determines the personal composition of the panel of judges (jury) and the candidature of the chief judge. The chief judge is approved for the entire duration of the event.
2.5. Regulatory documents of the exhibition-contest are published on the official website of the MRPO "Club HTSM "Patriot" www.kitsm-patriot.ru and are updated when making additions and / or changes.
2.6. Possible use of symbols of Germany and Finland 1933-1945. by manufacturers of models on boxes, other packaging, decals, as well as publishers in their printed products, with subsequent reproduction on the exhibits of our exhibition, is made only for the purpose of authenticity of historical material and as an inseparable historical element.
2.7. The Organizing Committee has the right to take a photo and video of the models submitted for the contest and then use the received materials in the media.
2.8. This Statue is the intellectual property of MRPO "Club HTSM "Patriot". It is allowed to use the document in whole or in part, as well as the use of terms and concepts, only for non-commercial purposes with the obligatory indication of the original source.

3. VENUE.
3.1. The exhibition-contest is held in the Stupino Art Gallery "Nika" (Russia, Moscow region, Stupino, Bakharev str., 8) from 19 to 21 August 2022.
3.2. Opening hours of the Nika Gallery during the exhibition-contest:

3.3. Entrance to the exhibition for the exhibitors, judges, persons invited by the organizing committee is free.

4. PARTICIPANTS OF THE EXHIBITION-CONTEST.
4.1. Participant - a person who is the author of the model (exhibit) displayed at the exhibition-contest.
4.2. All interested persons are allowed to participate in the exhibition-contest, without any restrictions on age, direction of modeling and level of performance of work, as well as command teams formed according to territorial or any other principle at the time of registration. The composition of the team is not limited.
4.3. Participants of the “Adult” age category (18 years and older) of the exhibition-contest who registered in electronic form before August 17, 2020, pay a registration fee in the amount of:
4.3.1. 300 rubles when transferring to a bank card (details are indicated in the “Participant's Memo”), regardless of the number of works the Participant exposes.
4.3.2. 350 rubles upon arrival at the exhibition, for one Participant, regardless of the number of works exhibited by the Participant.
4.3.3. Participants who have not passed the electronic registration pay a registration fee in the amount of 500 rubles, regardless of the number of works submitted by the Participant.
4.4. The exhibitor may not take part in the competition with his models, which the Organizing Committee informs in advance when filling out the application.
4.5. If it is impossible to personally attend the exhibition, the Participant may delegate his rights to a third party.
4.6. Everyone participating in the exhibition-competition is considered to have agreed to all the conditions for its holding and is obliged to comply with them. If the Participant violates the rules of the exhibition-competition, he is excluded from the number of participants, his models are disqualified.
4.7. The Organizing Committee does not pay for travel and accommodation of non-resident authors and clubs, but may send an official invitation letter to the address of a potential participant.
4.8. Non-resident participants' expenses for travel, meals and housing - at their own expense, or at the expense of sending organizations.
4.9. PARTICIPANT HAS THE RIGHT TO:
- To control the handling of the model;
- To declare a model in a certain nomination;
- A participant in a junior cathegory may, if they wish, declare their work in an adult competition.
4.10. PARTICIPANT CAN NOT:
- To challenge the decision of the judges;
- Take more than one prize in one class of the competition;
- Get your model (work) from the exhibition before the time indicated by the organizers (except for specially agreed cases).

5. CATEGORY OF CONTEST.
5.1. The contest is held in three age and one special categories:
- Children's (up to 13 years, inclusive).
- Youth (14 - 17 years old, inclusive).
- Adult / "Standard" (18 years and older).
- "Master".
5.2. The category "Master" is open to all who wish to participate in the competition at a higher level.
5.3. Participants of the adult age category who took the first place (gold) at previous exhibition-contests in Stupino (2006–2021) are obliged to declare the works of the corresponding class of the competition strictly to the category “Master”. (A participant in the Adult category "Standard" - in the Aviation class, awarded a gold medal in 2021, must declare models in the aviation class to the "Master" category, but may participate in the Adult category "Standard" - Military equipment).
5.4. Only models that have not previously exhibited at exhibitions in Stupino are accepted for participation in the contest (participation of models in any other exhibitions is not an obstacle to participation).
5.5. One Participant can put up no more than three models to participate in one class of the contest (the number of models to participate in the exhibition is not limited).
5.6. Contest in the class is considered valid if it contains at least 3 models from different authors. The distribution of the number of prizes in the nomination is determined by the jury.

7. JUDGEMENT.
7.1. The panel of judges consists of the chief judge, judges and secretaries.
7.2. The chief judge carries out the general management of competitions, makes the final decision on controversial issues.
7.3. The judge evaluates models, submitted to the contest.
7.4. The secretaries provide reception and delivery of models to the exhibition-contest, signing of acts of acceptance, registration of the results of the work of the jury.
7.5. Judges are organized in brigades in areas (AFV, Aviation, Fleet, Dioramas / Figures). The jury in the brigade includes at least three people.
7.6. Models presented to the exhibition by members of the panel of judges / organizing committee do not participate in the competition, or are evaluated without the participation of the author.
7.7. The panel of judges has the right to add (select) additional classes and subclasses of the competition in the presence of the required number of works.
7.8. Competitions in the class of scale models of ships and vessels are held under the simplified scheme (not in all classes), with reference to the Rules of the World Organization of Ship Modeling and the ship modeling sport NAVIGA.
7.8.1. The judges of the category "Master" - Fleet, are the current judges of the international class according to the rules of NAVIGA.
7.9 Each member of the judging panel conducts his own independent assessment of the models based on the criteria developed for each nomination.
7.9.1 After the assessment, each member of the panel of judges submits their results to the scorer, who enters them on the scoresheet (see Appendix).
7.9.2 If the model scores from 70 to 100 points, and the difference in the maximum and minimum marks of individual judges is more than 5 points, then a closed meeting of the members of the judging panel is held.
During this meeting, the members of the judging panel who gave the marks that led to such a discrepancy must justify their decision. Based on the result obtained by this model, and on the opinion of the judges participating in the discussion, the head judge should propose an average number of points.
To approve this result, it is possible to conduct a vote.
7.9.3 The judges who gave the minimum and maximum scores, results, must re-evaluate the model. However, they have the right to deviate from the proposed average by no more than 5 points.
7.9.4 The main assessment is carried out on the visible parts of the model. Points are awarded for the presence of additional details.

8. GENERAL PRINCIPLES OF JUDGMENT.
8.1. The judging of the competition, except for the category “Master” - Fleet, is carried out behind the doors, without the participation of visitors, participants and their official representatives.
8.2. On the information sticker, which is supplied with each exhibit, the name of the exhibit (work), the manufacturer of the set of additions (aftermarket), the improvements made are indicated.
8.3. Evaluation of the model is made visually.
8.4. It is advisable for a participant in the “Master” category to submit to the panel of judges a photograph of a prototype model, the quality of which allows the exhibit to be identified and assessed for its correctness, a brief historical background, as well as photographs of the main steps of the model assembly.

8.5 Inspection and evaluation of models is carried out according to the following criteria:
K1. Assembly (maximum 25 points).
Assessment of the technical performance and quality of the model. Accuracy of assembly, absence of unpatched or glue seams, traces of pushers, displacement of molds, jointing, accuracy of forms (no distortions, correctly maintained corners).
K2. Coloring (maximum 25 points).
The appearance of surfaces, uniformity of the paint layer, no pebbled, silvering decals. Visual effects, gradient, pre- and post-shading, washes, weather effects, traces of use.
K3. Overall impression (maximum 10 points).
An assessment of the overall appearance of the model.
K4. Scope of work (maximum 20 points).
An estimate of the total amount of work required to manufacture the model. The introduction of additional details is appreciated. Particular attention is paid to models that took a significant amount of time, subject to the complexity of the execution, as well as self-made parts and additions. This criterion also takes into account non-trivial coloration.
K5. Compliance with available materials (maximum 20 points).
Assessment of the model and assessment of the accuracy of its execution (taking into account the permissible deviations). Compliance of model details with drawings or photographs in the possession of the participant. Evaluation of the accuracy of the selected color shade, both the model and the simulated individual parts (wood, metal, rubber, etc.).
The provision by the author of materials (photographs, drawings, literature) on which the model was built is positively assessed.

8.6. COMPETITIONS ON SHIPOMODELS / Category "Master" - FLEET.
8.6.1. A competitor in ship modeling in the category “Master” in Fleet classes at registration must present a model passport, and during the judgement show all documents on which the model was built.
8.6.2. Documents required to verify the model:
- Scale drawing with a side view, a top view, a linear plan and a plan of frames, as well as a cross-section of the original ship;
- Originals (or copies) of all documents, museum documents, drawings of shipyards, books, magazines, catalogs, including other documents and photographs of the original and its details.
- If the competitor himself has developed a drawing, the sources of information must be accurately indicated.
- If the original ship later changes that do not correspond to the primary drawings of the shipyard, but which are made, the participant must prove these changes with the exact source.
8.6.3. Verification of constructions of classes C-1, C-4.
- Execution (maximum score - 50 points) - evaluation of the technical performance and quality of the model, the accuracy of the forms, the appearance of the surface and the transfer of paints.
- Impression (maximum score -10 points) - assessment of the overall impression and appearance of the model.
- Volume (maximum rating - 20 points) - assessment of the total amount of work on the production of the model. Renovations and additions should be considered positively. Taking into account the time of costly work, taking into account the degree of complexity.
- Compliance with the documentation (maximum score - 20 points) - verifies the accuracy of the scale, taking into account the tolerances. Full availability of all the details, according to the technical documentation, which was at the disposal of the modeller. Checking the correctness of the chosen color tone, as well as the impression of uncoated materials, such as wood, metal, rigging, etc.
8.6.4. Verification of constructions of class C-6 (plastic models).
- Execution (maximum rating - 50 points) - assessment of the quality of technical model construction, quality of gluing, processing of materials, cleanliness of surfaces and painting.
- Impression (maximum score - 10 points) - assessment of the external purity of the model and its impact. Processing of bonding places and seams, finishing parts and rigging, as well as the impression of color.
- Volume (maximum rating - 20 points) - assessment of the total amount of work on the production of the model. Renovations and additions in the P-6 class are viewed from a positive point of view. The assessment takes into account the complexity and extra time spent on the model refinement.
- Compliance (maximum score - 20 points) - the completeness of all the details in accordance with the documents (copies of the assembly instructions, etc.) that were available to the creator of the model. Check the correctness of the choice of tones with additional application of paint. The appearance of wood, metals, fabrics and gear when using additional materials. Permissible non-compliance with the scale in the length and width of the model is not evaluated.
8.6.5. Verification of constructions of class C-7 (models of cardboard and paper).
- Execution (maximum score - 50 points) - assessment of the quality of model-making equipment, accuracy of shapes and surfaces, as well as processing of the edges of sections and the use of additional materials.
- Impression (maximum score - 10 points) - assessment of the external purity of the model as well as painting, processing of cuts and manufacturing rigging.
- Volume (maximum rating - 20 points) - assessment of the total amount of work on the production of the model. Renovations and additions in the P-7 class are viewed from a positive point of view. Taking into account the time of costly work, confirmed by the degree of complexity, as well as additions to the documents.
- Compliance (maximum score - 20 points) - the presence of all the details according to the documentation (copies of assembly instructions, wiring diagrams, etc.) that were available to the creator of the model. Check the correctness of the choice of tones with additional application of paint. The appearance of wood, metals, fabrics and gear when using additional materials. Permissible non-compliance with the scale in the length and width of the model is not evaluated.
8.6.6. Verification of constructions of class C-8 (models from kits).
- Allowed: models from commercially available kits, made of wood or plastic (but not made by injection molding as class C-6). The model should be built according to the instructions. Allowed to refine using other materials. Signs of the model from the set should be saved. For the evaluation, the documentation from the kit should be submitted and, if so, the supplementary documentation used for the prototype model.
- Execution (maximum score - 50 points) - an assessment of the quality of model-making equipment, the quality of material processing, decorative effect, surface finish and color.
- Impression (maximum score - 10 points) - assessment of external purity of the model and the impression of it. Evaluation of the manufacture of parts and rigging and impression of color.
- Volume (maximum rating - 20 points) - assessment of the total amount of work on the production of the model. Renovations and additions are rated positively.
- Compliance (maximum score - 20 points) - the availability of all the details according to the documentation (assembly instructions, documents, literature, etc.) of the model created by the creator is assessed. Checking the correctness of the tonality of color applied additionally. The appearance of wood, metals, fabrics and gear when using additional materials. Tolerances on the length and width of the model are not evaluated.
8.6.7. Models scored by refereeing:
8.6.7.1. from 95.00 to 100.00 points - awarded with the medal "Winner" and a diploma;
8.6.7.2. from 90.00 to 94.67 points - awarded with a diploma;
8.6.7.3. from 85.00 to 89.67 points - awarded with a diploma.
8.6.8. A corresponding mark about the number of points received, sealed by the Seal of the Federal Ship-modeling Club of Russia, is made in the Model Passport.

9. RECEPTION AND ISSUE OF MODELS (exhibits).
9.1. Participating in the exhibition-contest it is necessary to fill in the registration form located on the website www.kitsm-patriot.ru in the section “Exhibition of scale modeling” with the indication of personal data and the list of works to be transferred.
9.2. A contestant (exhibitor) who registered electronically before August 17, 2019, or his representative, upon arrival at the exhibition, receives a set of documents from the organizing committee after paying the registration fee (or checking the receipt of non-cash funds). After that, the exhibit is prepared by the author or his official representative for the exhibition and is installed in a certain place under the guidance of one of the exhibition secretaries.
9.3. Delivery of exhibits to the exhibition (competition), their preparation for the exhibition is carried out by the Participant or his official representative.
9.4. The participant of the exhibition of the competition gives his consent to the displacement (rearrangement) of his models (works) by the members of the organizing committee of the exhibition or the jury, if necessary, even if they are not equipped with a stand (base).
9.5. Acceptance of models (exhibits) for the exhibition-contest is held August 19 11:00 - 19:00,  August 20  9:00 - 13:00.
9.6. Return of models will be held strictly from 15.00 to 16.00 on August 21, 2022.
9.7. The work is issued only in the presence of a member of the organizing committee, in the queue of the ONLY on the basis of the second copy of the registration form held by the owner or his representative. Independently take models is strictly prohibited!
9.8. The awards ceremony will be held on August 21 from 16.00.

10. FINANCING OF THE EXHIBITION-CONTEST.
10.1. Financing of the exhibition-contest is carried out from the funds of MOOO “KITTSM“ Patriot ”, voluntary donations and sponsorship.

11. PROCEDURE FOR ENSURING THE RULES FOR CARRYING OUT THE EXHIBITION-CONTEST.
11.1. Responsibility for providing the contest with security measures rests with the organizing committee.
11.2. The organizers are not responsible for possible damage to the models, but make every effort to prevent this from happening.
11.3. In the premises of Stupino art gallery "Nika" it is strictly forbidden to smoke and drink alcoholic beverages.
11.4. Persons who admit misconduct during the event, violate public order and the norms of human morality, are disqualified.

11.5 All visitors and exhibitors must have personal respiratory protection.
